When you need it

You are renting centering plates, props, scaffolding pipes, frames or similar site equipment from a supplier for a building job in Punjab or Chandigarh, or you are the supplier renting it out. This records the items and quantity, the rent, the delivery and return count, who bears loss and damage, and the security deposit.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Chargeable as an agreement for the hire of movable equipment, not a lease of immovable property — no interest in land or a building passes. PUNJAB: Article 5, Schedule I-A to the Indian Stamp Act, 1899 as applicable in Punjab; the residuary rate under Article 5(c) where no more specific sub-clause fits. Confirm the current figure with the Sub-Registrar or against the Department of Revenue, Rehabilitation and Disaster Management's published table at revenue.punjab.gov.in before the stamp is bought. CHANDIGARH: the equivalent agreement article under the Chandigarh Administration's Rates of Stamp Duty & Registration Fees table at revenue.chd.gov.in; confirm the current figure at the Sub-Registrar's office, 30 Bays Building. Buy the e-stamp before signing.

Registration

Not compulsorily registrable under section 17 of the Registration Act, 1908 — it creates no interest in immovable property. Optional registration under section 18 is available but rarely used for a document of this kind.

Notarisation

Not legally required. Notarising is sometimes done to fix the date the document was signed, which can matter if the timeline is later disputed.

Witnesses

Not legally required for a contract of this kind, but two witnesses are provided for below, since a count of items and a disputed loss are the usual causes of argument and a witness to the signing helps.

This Agreement is made at Mohali on 2 April 2026

BETWEEN

Bhatia Shuttering and Scaffolding Store, of Industrial Area, Phase 7, Mohali, bearing registration/GST number 03ABCDE1234F1Z5 ("the Supplier", which expression shall include the Supplier's partners, legal representatives and permitted assigns), of the ONE PART;

AND

Ramandeep Singh, of House No. 214, Sector 70, Mohali ("the Hirer", which expression shall include the Hirer's heirs, partners, legal representatives and permitted assigns), of the OTHER PART.

The Supplier and the Hirer are together "the Parties".

1. THE EQUIPMENT AND THE HIRE

1.1 The Supplier lets on hire, and the Hirer takes on hire, the shuttering and scaffolding equipment described below ("the Equipment") for use at Plot No. 118, Sector 70, Mohali ("the Site").

1.2 Equipment hired (item, size and quantity): 200 centering plates (2 ft × 3 ft), 150 adjustable props, 400 scaffolding pipes (6 ft), 150 couplers

1.3 The Equipment remains the property of the Supplier at all times. The Hirer acquires only the right to use it at the Site for the hire period. The Hirer shall not sell, pledge, sub-hire or lend the Equipment, or move it from the Site without the Supplier's written consent.

2. DELIVERY, COUNT AND RETURN

2.1 The Supplier shall deliver the equipment to the Site and collect it at the end, at its own cost.

2.2 Hire begins on 1 April 2026, the date of delivery. The Equipment is expected back on 2 April 2026. Hire continues, and rent is payable, until the Equipment is returned to the Supplier and counted.

2.3 On delivery, the Parties shall count the Equipment together and sign a delivery challan listing each item, the quantity and its condition. On return, the Parties shall count and inspect it again and sign a return challan. The challans are the record of what was delivered and what came back.

2.4 The Hirer may return part of the Equipment before the end of the hire. Rent for the returned items stops from the date they are counted back, subject to any minimum hire period.

3. RENT AND PAYMENT

3.1 Rent is charged per item per day, at these rates: Centering plates Rs 8 per plate per day; props Rs 5 per prop per day; scaffolding pipes Rs 3 per pipe per day

3.2 Minimum hire period: 15 days. Rent is payable for at least that period even if the Equipment is returned sooner.

3.3 Billing and payment: Rent billed monthly and paid within seven days of the bill

3.4 Rent and charges are exclusive of goods and services tax and any other tax or cess payable in addition, unless stated otherwise.

3.5 The Hirer has paid a refundable security deposit of ₹50,000 (Rupees Fifty Thousand only). The Supplier may set against it any unpaid rent and any charge for loss or damage under clause 4, and shall refund the balance within seven days of the Equipment being returned and counted, with a statement of the deductions. The deposit carries no interest unless agreed in writing.
