- BASIS OF THE TRANSFER
4.1 I hold the premises by reason of: Purchase of the premises. I took over the premises on 2 April 2026.
4.2 I am the owner of the premises. My title rests on the following document, a copy of which is enclosed and the original of which will be produced for verification:
Sale Deed dated 14.03.2026, registered as Document No. 4521, Book No. 1, Volume 219, at the office of the Sub-Registrar VI-A, Vasant Vihar, New Delhi
4.3 The revenue and municipal records have been brought into my name. Particulars: Khata No. 219/4, mutated on 02.05.2026; MCD property tax receipt No. 88213 for 2026-27. Copies of the mutation entry (dakhil kharij / khata) and the property tax receipt are enclosed.
4.2 I hold the premises as a tenant / lessee / occupier and not as its owner. The premises is owned by X. The particulars of my tenancy are:
Registered Lease Deed dated 01.04.2026 for eleven months from 01.04.2026 to 28.02.2027, registered as Document No. 1187 at the Sub-Registrar, Andheri, Mumbai
4.3 I apply as an occupier of the premises, which Section 43 of the Electricity Act, 2003 permits. The written consent and no-objection of the owner of the premises, X, is enclosed, together with a copy of the owner's identity proof and the owner's undertaking regarding the connection. I confirm that I have read that consent and that nothing in this application is contrary to it.
4.4 I understand that this transfer is for the duration of my lawful occupation of the premises, that the discom's records will be restored to the owner or to the next occupier when my occupation ends, and that this transfer does not create, evidence or strengthen any right of mine in the premises itself.
4.5 The person presently recorded as the consumer, X, died on 3 April 2026. The death certificate issued by the competent registering authority is enclosed. This is therefore an application for a varasat / legal heir transfer.
4.6 The surviving legal heirs of the deceased are:
1. Smt. Kamla Devi, widow. 2. Shri Mohan Kumar, son (applicant). 3. Smt. Sunita Rani, daughter.
4.7 The written no-objection of every surviving legal heir other than myself is enclosed, along with a copy of the identity proof of each of them; and where I am the only surviving heir, that fact is stated in the affidavit enclosed. No other person has, to my knowledge, any claim to succeed to the deceased. I have not concealed the existence of any heir, and I understand that a transfer obtained by concealing an heir is liable to be cancelled.
- POSITION OF THE OUTGOING CONSUMER
5.1 The affidavit enclosed with this application sets out the position of X, the consumer presently recorded, in relation to this transfer.
5.2 X has given a written no-objection certificate dated 4 April 2026 to this transfer. It is enclosed, with a copy of the signatory's identity proof. The signature may be verified against your records.
5.3 I have not been able to obtain a no-objection certificate from X. The reason is as follows:
The seller shifted to Bengaluru immediately after registration of the sale deed and has not responded to my letters dated 02.06.2026 and 20.06.2026 or to calls on his registered mobile.
5.4 I therefore request that this application be processed on the strength of my title, my affidavit and my indemnity bond, both of which are enclosed. By that indemnity bond I have undertaken to hold BSES Yamuna Power Limited harmless against any claim that may be made by X or by anybody claiming through him or her in respect of this connection. I am willing to give any further undertaking your office may reasonably require.
- ARREARS AND NO DUES
6.1 To the best of my knowledge and after such enquiry as I was able to make, no amount is outstanding against Consumer No. 152140823 as on the date of this application. The last bill, for July 2026, amounting to ₹25,000 (Rupees Twenty Five Thousand only), was paid on 1 April 2026 and is enclosed.
6.2 I request that a no-dues position as on 2 April 2026 be confirmed to me in writing before the transfer is given effect, and that the consumption up to the reading on that date be billed to the outgoing consumer and not to me.
6.3 I am aware that under Section 56(2) of the Electricity Act, 2003 no sum due on account of electricity supplied is recoverable after two years from the date when it first became due, unless it has been shown continuously as recoverable arrears. I am also aware that where the Supply Code or the terms of supply so provide, a distribution licensee may require the clearance of past dues of the premises as a condition of transfer. I do not by this application admit any liability for arrears of any period before 2 April 2026, and I request that if any such arrears exist, they be quantified and communicated to me in writing before this application is decided, so that I may take up the matter with the outgoing consumer.
