When you need it

A certified or computerised copy of the khasra girdawari — the Patwari's harvest-wise inspection record showing, for each khasra number, the crop sown and the person recorded in cultivation or possession, whether as owner, tenant, mortgagee-in-possession or otherwise. Banks ask for it with a Kisan Credit Card or crop-loan application, insurers ask for it on a PMFBY claim, and it is the standard evidence of who was actually cultivating a field on a given date in a boundary or possession dispute. Punjab: apply to the Halqa Patwari through the Kanungo and the Tehsildar or Naib-Tehsildar of the tehsil in which the land lies, or request the computerised extract at the Fard Kendra of that tehsil or through jamabandi.punjab.gov.in, where recent harvests for most districts are digitised. Older entries not yet on the portal are copied from the Patwari's own register or the tehsil record room. Chandigarh has no khasra girdawari for a sector property held from the Estate Office — its title is the allotment file, not a jamabandi — but the Union Territory's retained revenue villages (Manimajra, the lal dora and phirni areas, and the villages that were never brought onto the Estate Office scheme) do carry one, kept by the Patwari of that revenue estate through the Naib-Tehsildar, Chandigarh. A girdawari entry is evidence of possession and cultivation for the harvest recorded, not proof of ownership, and does not by itself confer or transfer any title. Stamp duty

No stamp duty. A request for a copy of an existing revenue record is not an instrument within s.2(14) of the Indian Stamp Act, 1899 and transfers or creates no right, so nothing in Schedule I-A as applicable to Punjab or to Chandigarh charges it. Only the prescribed copying fee is payable — a small fixed fee under the Punjab Land Records Manual for a manual copy from the Patwari or the record room, or the fee shown on screen for a computerised extract issued through jamabandi.punjab.gov.in or a Fard Kendra. Confirm the figure in force at the counter or on the portal before paying; it is revised from time to time and no single current figure holds across every tehsil and service channel.

Registration

Not registrable. A copy application creates no interest in land and falls outside s.17 of the Registration Act, 1908.

Notarisation

Not ordinarily required for an applicant who is the recorded owner or tenant applying in person. An applicant proceeding on a power of attorney or as an advocate should carry that authorisation in writing; a legal heir applying before mutation should carry the death certificate and whatever proof of heirship the office asks for. The Patwari's office may in a given case ask for an affidavit rather than accept a plain letter — carry photo identity in either event.
