LEGAL BASIS

In Punjab the Circle Revenue Officer, a Naib Tehsildar or Tehsildar, attests, sanctions or rejects a mutation after the Halqa Patwari has entered it in the register of mutations and the Field Kanungo has validated it, and recovers the mutation fee at attestation under section 38(2) of the Punjab Land Revenue Act, 1887. A sanctioned mutation is good from the date of the order whether or not it has reached a jamabandi. An order sanctioning or rejecting a mutation can be appealed under section 13 of the Act, within thirty days to the Collector (section 14). In Chandigarh only the Union Territory's revenue villages carry a jamabandi, and mutations there are attested by the Tehsildar or Naib Tehsildar of the Union Territory; a sector property held from the Estate Office is not mutated this way.
