When you need it

Use this when a travel agent or immigration consultant took money for a visa, a job or study place abroad, tickets or a tour, and cheated you, worked without a licence, or vanished. In Punjab such agents are regulated by a State law that requires a licence and makes certain acts offences, so the complaint can go to the district authority that licenses and supervises them and to the police.

Which authority, and the exact rules, are for you to confirm with the District Magistrate's office or the police station; this letter is addressed to that authority and a copy goes to the Senior Superintendent of Police. Answer from your receipts, bank records and messages. Never write a full account number, PIN or password. Send the signed complaint in duplicate, get an acknowledgement, and keep a copy. This is a complaint to the authorities, not a demand to the agent: for the demand, use the Legal Notice to a Travel Agent for Refund. For a complaint to the police alone about online fraud, use the Cyber Fraud Complaint.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab and Chandigarh: no stamp duty is payable. A letter of complaint creates, transfers or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899, and you sign it alone.

Registration

Punjab and Chandigarh: not registrable. This letter creates or transfers no right in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. Keep the acknowledgement and the diary or complaint number given.

Notarisation

Punjab and Chandigarh: no notarisation is needed. The letter works because it is in writing, dated and reaches the other side, not because anyone attests your signature.

Witnesses

Punjab and Chandigarh: no witness is needed. You sign alone.

COMPLAINT AGAINST A TRAVEL AGENT OR IMMIGRATION CONSULTANT

Complaint to the district authority about a travel agent or consultant who took money and did not deliver

Date: 1 April 2026, at Ludhiana

I am sending this by registered post with acknowledgement due.

To: The District Magistrate, Mohali, as licensing authority for travel professionals, District Administrative Complex, Sector 76, Mohali 160055; with a copy to The Senior Superintendent of Police, Mohali

From: Gurpreet Singh Dhillon, House No. 88, Urban Estate Phase 2, Patiala 147002 (email gurpreet.dhillon@example.com, telephone +91 98150 47731)

Subject: Complaint against Global Pathways Immigration Services for taking 6 lakh rupees for a visa not obtained

Sir or Madam,

  1. 1. The agent. I complain against Global Pathways Immigration Services, through its proprietor Mr Harjit Singh, of SCO 55, Phase 7, Mohali 160061. As to its licence or registration: a licence shown on the office wall, number not noted.
  1. 2. What was promised. On 10 January 2026 the agent promised a work visa for Canada within six months, a job offer and air tickets, for the fee stated below.
  1. 3. What I paid. 2 lakh rupees by bank transfer on 12 January 2026, 3 lakh rupees by cheque on 3 March 2026, and 1 lakh rupees in cash on 20 April 2026 against a handwritten receipt. The total I paid is ₹6,00,000 (Rupees Six Lakh only).
  1. 4. What happened. No visa was issued. The agent gave different excuses, stopped answering calls from 15 September 2026, and the office was found shut on 2 October 2026. I also say: At least four other families from Kharar told me they paid the same agent.
  1. 5. Police. I gave a written complaint at Phase 8 police station on 5 October 2026; diary number 1182
  1. 6. Why I complain to you. I understand that the law in Punjab requires a travel agent or immigration consultant to hold a licence and makes certain conduct an offence, and that you are the authority to whom a complaint of unlicensed or dishonest working can be made. I ask you to treat this as such a complaint.
  1. 7. What I ask. Inquire into the agent's licence, take action under the law, and help me recover the money I paid. Please also acknowledge this complaint, tell me the number it is given and the officer who is looking into it, and tell me what action is taken.
  1. 8. My other rights. This complaint is without prejudice to my right to file a consumer complaint, to sue for the money, and to have the police register a case. I will give any help the authority and the police need.

ENCLOSURES

  1. 1. Receipts and bank records of the payments. 2. Messages and emails with the agent. 3. Visiting card and any agreement. 4. Copy of my police complaint.

LEGAL BASIS

Punjab and Chandigarh: In Punjab the Punjab Travel Professionals Regulation Act, 2012 regulates travel agents and immigration consultants, who must hold a licence, and makes certain acts offences; the licensing and complaint authority under it, and the rules for Chandigarh, are to be confirmed. Recruitment for overseas employment is also governed by the Emigration Act, 1983. Dishonestly inducing a person to part with money may be cheating under the Bharatiya Nyaya Sanhita, 2023, and information of such an offence may be given to the police, including electronically, under the Bharatiya Nagarik Suraksha Sanhita, 2023. A consumer complaint for deficiency in service may be made to the District Commission within two years. No fee is payable on this complaint.
