What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

An affidavit is chargeable under Article 4, Schedule 1-A to the Indian Stamp Act, 1899 as applicable to Punjab, which Schedule also governs the Union Territory of Chandigarh, and most distribution offices also ask for an indemnity, which Article 34 of the same Schedule charges at the rate fixed for a security bond. In practice distribution offices accept this combined affidavit-cum-indemnity on a single non-judicial stamp paper of a nominal value the office's own name-transfer form specifies — ask the sub-division office which value it wants before buying the stamp paper.

Registration

This affidavit is filed with the distribution office for its own record and is not an instrument the Registration Act, 1908 requires to be registered, in Punjab or in Chandigarh. Keep the office's acknowledgement of the transfer request. Where the transfer follows a sale, gift or partition of the underlying agricultural land, that land transaction is separately registered in the usual way; this affidavit does not stand in for it and is not itself proof of title to the land.

Notarisation

Distribution offices in both jurisdictions commonly ask for this affidavit to be notarised before a Notary Public or an Oath Commissioner; some accept a self-attested declaration instead for a transfer within the same landholding family — confirm which the particular sub-division office wants before the appointment.

TUBEWELL / MOTOR (AGRICULTURAL POWER) ELECTRICITY CONNECTION TRANSFER AFFIDAVIT

I, Kartar Singh, son of Sh. Nirmal Singh, resident of Village Rurki, Tehsil Samrala, District Ludhiana 141114, holding Aadhaar 6666 7777 8888, ordinarily resident within the State of Punjab (the "Deponent" or "I"), do hereby solemnly affirm and declare as follows:

1. THE CONNECTION

1.1 This affidavit concerns the agricultural tubewell/motor electricity connection bearing account number K-AP-771122 with PSPCL Sub-Division, Samrala, of sanctioned load 10 HP, standing at present in the name of Late Sh. Nirmal Singh.

1.2 Tariff and metering position: Metered agricultural connection, billed as per the applicable AP tariff.

1.3 Meter reading at the date of this affidavit: 4,102 units.

2. THE LAND

2.1 The connection stands on, or supplies water for the irrigation of, agricultural land at Village Village Rurki, bearing Khewat/Khasra No(s). Khewat No. 27, Khasra Nos. 19//12, 19//13.

3. REASON FOR TRANSFER

3.1 I seek transfer of this connection into my name because of the death of the existing consumer, this affidavit being sworn by a legal heir who has come to hold the land.

3.2 Particulars of the death: Died 6 February 2026 at Civil Hospital, Ludhiana; death certificate No. L/2026/00812.

3.4 My relationship to Late Sh. Nirmal Singh is: Son and legal heir.

4. DUES

4.1 There are no outstanding dues against this connection.

4.2 I undertake to clear any dues found outstanding against this connection up to the date of transfer, and I indemnify PSPCL Sub-Division, Samrala against any claim, loss or demand arising from a due, a defect in my title to the land or to the connection, or a statement in this affidavit that later proves incorrect.

5. SAFETY AND CORRECT-USE UNDERTAKING

5.1 I undertake to use the connection only for irrigating the land described above, at the sanctioned load stated, and to comply with the distribution office's safety and inspection requirements. I confirm that the motor, starter and connected wiring have been checked and are safe.

6. DECLARATION

6.1 Every statement made above is true to my own knowledge and belief, and I have concealed nothing material to this transfer. I am aware that furnishing false information to obtain a transfer is an offence, and that PSPCL Sub-Division, Samrala may refuse or cancel the transfer if any statement made here is found false.

VERIFICATION

Verified at Samrala on 1 April 2026 that the contents of paragraphs 1 to 6 above are true and correct to my own knowledge, that no part of it is false, and that nothing material has been concealed.
