Why you need it

When you need it

The tenancy is starting and the parties are exchanging keys and possession — record the condition of walls, floors, doors, plumbing, fittings, appliances and cleaning, plus key counts. This checklist is evidence of starting condition, not a licence to deduct every later mark — and preserves raising a latent defect not visible at handover.

See stamp duty, registration and witnesses

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty as a preliminary record. Reworded to grant possession or conclude a lease, treat as that instrument.

Registration

Not compulsory — not itself a lease. s.17(1)(d) catches the eventual lease if over a year or yearly rent.

Notarisation

Not required; doesn't replace compulsory registration.

Witnesses

Not required unless the tenancy document adopts witnesses.

This checklist records visible condition and basic operation at handover. It does not exclude a latent defect that could not reasonably be discovered during the handover inspection.
