When you need it

A paper that belongs in your visa or immigration file is written in Punjabi or Hindi (a jamabandi extract, a birth or marriage certificate, a school certificate, a court order, a property paper) and the authority wants it in English with a statement from the person who translated it. The translator swears here that they know both languages, that the English is a true and complete translation, and which papers it covers.

Not for: an interpreter's declaration at an interview, or a translation that the authority says only an accredited or certified translator may make. Check the checklist first; if it names an accredited translator, use one, and use this form only where a sworn statement from the translator is accepted.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Chargeable under Article 4, Schedule I-A (Punjab) as a nominal fixed duty; authorities commonly print Rs 25, though no official table carries a specific affidavit entry — confirm at the counter. Chandigarh applies its own Schedule I figure. If the consulate, embassy or agency specifies a stamp-paper value or format in its checklist, follow that in preference to the general figure.

Registration

Not registrable — an affidavit creates no right in property, so section 17 of the Registration Act, 1908 does not apply.

Notarisation

Required — sworn before a Notary Public, an Oath Commissioner or an Executive Magistrate, with the deponent appearing in person with photo identification. Because the affidavit is relied upon outside India, some authorities also ask for an apostille (India is a party to the Hague Apostille Convention) or consular attestation — confirm the destination country's requirement.

Witnesses

None required by law; oath and attestation are the relevant formality.
