When you need it

The buyer's own covering application to the HSVP Estate Officer, filed after the sale deed has been signed and registered, asking the authority to record the buyer as the allottee and issue the allotment in the buyer's name. A registered deed passes the seller's rights to the buyer, but the authority's own record still shows the seller until the authority is told.

Without this step the buyer cannot easily get a building permission, a no-dues certificate, a mortgage permission or a later conveyance deed. You need the authority's earlier permission to transfer (reference in the questions) and the registered deed. Not for: asking permission before the sale (use the HSVP Transfer Permission Application); a transfer after the owner's death (use the HSVP Transfer after a Death).

What follows is the position for this kind of document. The amount is set by the state the property is in and it changes, so the figure for your own state is worth confirming at the sub-registrar’s office before you pay anything.

Stamp duty

No stamp duty on the covering application itself; plain paper is enough. Any affidavit or undertaking the office asks for goes on stamp paper of the value the office states. A deed that follows (sale, gift or conveyance) carries stamp duty at the rate in force on the day it is signed: confirm the current rate at the Sub-Registrar's office before you sign.

Registration

This application is not registered. Any deed that follows is registered at the Sub-Registrar's office within the time the law allows. HSVP's own procedure (counter or online) and fee schedule are as the office states when you file.

Notarisation

The application is signed, not sworn. Affidavits and undertakings the office asks for are sworn before a notary or an Oath Commissioner.

Witnesses

No witness is needed for the application. A deed that follows needs the witnesses that deed requires.
