When you need it

Your own covering application to the HSVP Estate Officer for permission to sell or gift a plot or house the authority allotted to you. It is plain paper with a list of enclosures; it is not a copy of any HSVP form, and the office may ask you to fill its own sheet as well.

An authority allotment is not an ordinary freehold. The authority usually has to agree to a transfer first, so apply before you sign a deed with the buyer, not after. This application asks for that permission only. It does not transfer the property and it does not change the name on the authority record. After permission, sign and register the deed at the Sub-Registrar, then ask HSVP to record the buyer's name: use the HSVP Re-allotment Application after a Sale for that step. Not for: an owner who has died (use the HSVP Transfer after a Death); a mortgage for a loan (use the HSVP Permission to Mortgage); a plot allotted by a development authority in Punjab (use the Punjab permission-to-sell application).

What follows is the position for this kind of document. The amount is set by the state the property is in and it changes, so the figure for your own state is worth confirming at the sub-registrar’s office before you pay anything.

Stamp duty

No stamp duty on the covering application itself; plain paper is enough. Any affidavit or undertaking the office asks for goes on stamp paper of the value the office states. A deed that follows (sale, gift or conveyance) carries stamp duty at the rate in force on the day it is signed: confirm the current rate at the Sub-Registrar's office before you sign.

Registration

This application is not registered. Any deed that follows is registered at the Sub-Registrar's office within the time the law allows. HSVP's own procedure (counter or online) and fee schedule are as the office states when you file.

Notarisation

The application is signed, not sworn. Affidavits and undertakings the office asks for are sworn before a notary or an Oath Commissioner.

Witnesses

No witness is needed for the application. A deed that follows needs the witnesses that deed requires.
