When you need it

Your name, address or date of birth is wrong on your Voter ID (Elector Photo Identity Card) or in the electoral roll, and the Election Commission's correction process, filed online or with the Booth Level Officer or the Electoral Registration Officer's office, asks for a signed declaration of what is correct and why, with a supporting document. In Punjab this is the Electoral Registration Officer of your constituency; in Chandigarh it is the officer for the Union Territory's constituency.

Not for getting a lost or damaged Voter ID reissued, which needs a replacement and not a correction. Not for shifting your registration to a new address in another constituency, which is a different process. Not for a first enrolment as a voter.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

A plain declaration of this kind carries no fixed stamp duty of its own, and the electoral office does not need it on stamp paper. Where an office or a notary insists on stamp paper before attesting it, as a matter of local practice rather than law, it is bought as a non-judicial stamp paper of the smallest denomination available from a treasury, an SHCIL e-stamp counter or an authorised vendor in Punjab or in Chandigarh; confirm the denomination at the counter.

Registration

This declaration is submitted to the Electoral Registration Officer for the electoral roll and is not an instrument the Registration Act, 1908 requires to be registered, in Punjab or in Chandigarh. Keep the reference number the online service or the office gives you; that number, not this declaration, is what tracks the correction.

Notarisation

The online channel and the Booth Level Officer normally take the declaration with a plain signature uploaded or handed in with the supporting document; ask the particular office whether it wants it notarised before a Notary Public or an Oath Commissioner for Punjab or for Chandigarh.

Witnesses

Neither the online channel nor the office is known to ask for an attesting witness to this declaration; confirm with the particular office. The supporting document is what the correction is checked against.
